Legislators of Assam Assembly today praised Bollywood movie 'Padman' for creating awareness on menstrual hygiene and demanded distribution of free sanitary napkins to women, especially in rural areas. BJP MLA Mrinal Saikia requested the government to make the R Balki directed movie tax free and screen it in rural areas. "The film has beautifully presented a sensitive issue. Because of unhygienic napkins during periods, women can be affected by many diseases. Moreover, since our childhood, we have been taught that it is like the issue of untouchability," another BJP MLa Angoorlata Deka said. She said many village panchayats in other states have appointed "Pad Men" to aware people and demanded that Assam government distribute sanitary napkins for free or at a minimum cost in schools. A senior Uttar Pradesh IAS officer was caught threatening to slit the throat of his sub-ordinate on camera in states Saharanpur district. The IAS officer, Pramod Kumar Pandey, the district magistrate of Saharanpur was heard telling an Executive Officer (EO) of the Behat town panchayat Rajiv Kumar that he would slit his (Kumar) throat if the latter did not complete the work. Not all 99 apartments around Bellandur need to get sewage plants 21.2.2018 Deccan Herald - City
Some of the 99 apartments mandated to instal sewage treatment plants (STPs) have the BWSSBs permission to let their sewage directly into lakes, the Karnataka State Pollution Control Board (KSPCB) learnt on Wednesday. The KSPCB has summoned the owners of all apartments situated around Bellandur and Varthur lakes. The hearing will continue on Thursday. On January 29, the National Green Tribunal ordered the KSPCB to direct 99 apartments to instal their own sewage treatment plants. The apartments were seen as illegally discharging their sewage into the waterbodies. The board, however, has not yet named them. The KSPCB also learnt that some apartments had taken permission from gram panchayats as they were part of the 110 villages added to Bengaluru in 2007. These villages had no underground drainage lines or terminal STPs. With the efforts of Jana Shikshana Trust and Sugrama Elected Gram Panchayat Women Members Federation, 54 gram panchayats in undivided Dakshina Kannada have reconstituted Standing Committees as per the Section 61 of the Karnataka Gram Swaraj and Panchayat Raj Act (2015). The Act came into existence, on February 25, 2016 through a gazette notification. Even after two years, the habitations have not been notified as per the Act. As per Section 61, gram panchayats should be reconstituted. The GPs should have three standing committees â€" a general committee (with vice president as president); finance, auditing and planning committee (with president as chief); and social justice committee (GP member from SC/ST community should be made president). Following the directives of the Election Commission of India (ECI), the state government today transferred the collector of Ashok Nagar district. Mungaoli in Ashok Nagar district, along with Kolaras in Shivpuri district, is slated for bypolls on February 24. The state government, in an order issued today, said that V S Choudary Kolasani, an IAS officer of 2011 batch, would be the new district collector of Ashok Nagar in place of BS Jamod, a 2006 batch IAS officer. Jamod has been transferred as an Officer on Special Duty in the state secretariat at Bhopal, officials said. Kolasani was serving as the Chief Executive Officer (CEO) of the district panchayat at Anuppur. Over 50 per cent voter turnout was recorded today for the election of representatives to two district panchayats and 17 taluka panchayats in three districts of Gujarat, officials said. The polling was held for Banaskantha and Kheda district panchayats and 17 taluka panchayats of Banaskantha, Kheda and Gandhinagar districts. Counting of votes will be taken up on February 23. While the average percentage of voting remained 53.10 per cent for the two district panchayats, the voter turnout for 17 taluka panchayats was 59.49 per cent, the Gujarat State Election Commission (GSEC) said in a release. The separatists leader today criticised a CID report which claimed that said the Srinagar Central Jail was a hub for recruiting militants, with inmates establishing a "parallel administrative" set-up, ignored by local police, despite warnings by prison authorities. The Joint Resistance Leadership (JRL) in a statement claimed that the Ameer-e-Zindan institution was a forum facilitating good relations between jail authorities and inmates since Plebiscite Front days. According to the report, accessed by PTI, the inmates have a "parallel administrative set up" with an 'Ameer-e-Zindaan' (chief of prison) appointed by a self-styled 'shura' (a consultative council) for six months. The Lokayukta police today registered a case against a senior Indian Forest Service officer and his driver for allegedly demanding a bribe of Rs 50,000 from a subordinate who wanted a transfer. Superintendent of Police (Lokayukta) Dilip Soni said that after investigating the complaint filed by Indresh Achale, a ranger in the forest department, a case had been registered under section 120-B (criminal conspiracy) of the Indian Penal Code (IPC) and relevant sections of the Prevention of Corruption Act. He said that Achale, currently posted in the Burhanpur forest division, was seeking a transfer to Barwah Forest division and had applied for it last month. It was alleged that instead of issuing a transfer order, the then Chief Conservator of Forest (CCF) of Khandwa circle, Ramdas Mahla, had asked for a bribe of Rs 50,000 through his driver Santosh Sitoke.
